UNITED SIKHS Applauds the Victorious Passage of California SB509, Strengthening Protections Against Transnational Repression

UNITED SIKHS celebrates the passage of California Senate Bill 509 (SB509), a groundbreaking measure that bolsters civil rights protections and fortifies efforts to combat transnational repression. This legislative piece focuses on protecting the human rights of our diaspora communities, and calls for specialized law enforcement training to recognize and respond to tactics of transnational repression. Passing the California Senate floor with a unanimous 38-0 vote and bipartisan support, SB509 highlights the State’s firm commitment to safeguarding rights, freedom and justice. The journey is not over yet, but its unanimous passage signals strong momentum towards a breakthrough.

We extend our profound appreciation to Senator Anna Caballero, the bill’s primary author, alongside Assembly Members Jasmeet Kaur Bains  and Esmeralda Z. Soria, whose dedication and leadership were instrumental in advancing this critical legislation.

SB509 is a landmark law that:

  • Establishes transnational repression as a violation of civil rights under California law.
  • Mandates the California Office of Emergency Services to equip state and local law enforcement with specialized training to identify and address transnational repression threats.
  • Reinforces Californians’ right to free speech, guaranteeing their ability to express themselves without fear of interference or intimidation from foreign actors.

For years, UNITED SIKHS has advocated for policies addressing transnational repression, working alongside lawmakers, human rights organizations, and community leaders to push for legislative reforms. Through extensive research, public awareness campaigns, and direct advocacy, UNITED SIKHS has been a driving force in amplifying the voices of affected individuals and ensuring their concerns are heard.
